Well we sort of can in a way. Poseidon Undersea Resort is located in Fiji and costs about $30,000 for a one week stay. So if you have a few dollars, you can live under the sea for a week.
I have always wanted to spend long periods of time under the sea, the problem is that it is a very hostile environment. The deeper you go more problems with pressure and getting oxygen and supplies down there appear.
So maybe one day with sufficient technology to build underwater habitats for us.

Maybe one day, if we really wanted to, but the ocean is a pretty hostile environment. It would be very difficult for us to adjust to things like changes in pressure and oxygen availability, and different light levels. We would definitely need to have technological ways to overcome these things. And there are also so many animals that could prey upon us! I also don’t know if humans would actually evolve towards amphibious/aquatic creatures, seeing as most life seems to have evolved in the opposite direction, from aquatic to amphibious to terrestrial.
Until we can find a way to get oxygen down there I think its doubtful. Without air to breathe we would be in lots of trouble 🙂
