Potentially. Gamma rays are a form of ionising radiation and so can damage living systems but you would need some way to produce lots of them and have them focused to see any real result I would have thought.
Well we already do use gamma weapons. The Leksell Gamma Knife is a device used to fight cancer.
Gamma rays are fired at different angles toward the tumour with each individual beam being of low intensity to minimise impact to the rest of the brain. Where the different beams converge (which is where the tumour is) is where most impact will occur, killing the cancer cells.
As for wanting to build something to harm others, well I can think of a lot of very good reasons as to why we don’t want to do that.
