Camels store fat in the humps on their backs rather than storing it all around their bodies. this actually makes it more efficient to break it down later compared to humans and many other animals where the fat is stored in the muscles.
Due to the camels body shape it is about the only place for it. As James has pointed out, it is to store fats at times of low resources. If it was on their stomachs, mother camels would have difficulty in feeding young and likely get in the way of them walking.
